I think the idea is good but then we are not that far yet ;) i think there are more high priority points for now.
let me explain how i see it and give my feedback on my experience with the french team, and maybe with others suggestions too, we may move forward on this :
My point it to put more organisation on it and do it step by step.
- We should find people that want to contribute.
- We should organise ourselves. (Frequently the french association team organises skype translation Sprints, were people can "talk to each other" about best practices, find new rules with frequent issues, agree on the right translation of some terms...and of course there are many contributions that are done out of thoses skype meetups)
- Of course this needs some people to be leaders, and the accurate Arabic Team admins are the best for this i thik, as they are more experienced and can share a lot of best practices and the "Already solved issues"
Step by step, once a contribution team is there and is active, once the Drupal core is translated and people are satisfied with it, once contributers know and agree on the how and which glossary to use, and on the rules to respect, once the process is build and is ok, only then i think we can go further (arabic group website, more contributions to the glossary, have more and more contributor with a fast but correct validation process, target most used modules....imagine, the frensh team for example has its own Safari and Chrome extensions to interact between the french glossary and localize.drupal.org (See http://traduction.drupalfr.org/))
So until then, an initial online sprint for organisation and targetting a full drupal core translation is not a bad idea i think :)

- concerning my participation, of course i want to help as i can, but we can't do it with few people, i'm particulary interested with the strings validation process and of course sharing my experience, so Yes i agree :) thanks for the suggestion ! but let's not be mistaken, one, two or three people can't do it alone ! the magic happens when there are many contibution+well organisation (not necessary very well, but at least it shouldn't be a bad one), this will be soon evaluated when organiasing a first online meetup with accurate admins if they can attend it (hopefully they do) and the people in this group that want to help.
- concerning the validation process, a general best practice is to avoid as much as possible the auto-validation, so we can avoid commun errors. Of course sometimes the auto-validation can be done, for example when correcting a misspelling, adding a missing dot, a space...but other than this, altering a String or coming up with a new big suggestion, it's better to let other validators approve it, so that they can discuss it with you, and also when it comes up that it's a valid and good suggestion, they will use it as well on their suggestion ;)
- to change the presentation text, you have it in the "Edit group" link, the field shoul be something like "Welcome message:"
if others express their interest to join efforts, it will worth a first organisation online meetup. crossing fingers ;)

Having a First complete and correct 100% Drupal core translated is the minimum we shoul do imho.
