Coming to your question, l.d.o (localize.drupal.org) does not do any sort of transliteration. It just lists all the translatable strings of all the Drupal modules. As part of the Kannada Translation activity, we need to submit phrases for all those strings.
In terms of how we do it, there are methods of using the po/pot files and using it locally and then importing it. I am not very well aware of how that works, someone who knows about it would respond on this thread.
But to get starting, you can use online transliteration services like Google Indic Transliteration. Keep this open in one tab, and in the other head over to the translating page of Kannda project. For every word/phrase/sentenses, translate then and write them down using transliteration and then copy-paste into translate page. Submit it and you are done. One of the administrator/moderator of the group will come and either approve or decline the suggestion and it gets added.
I would advice you to go through the plans we have by checking this page: Plan for Kannada Translation - ಕನ್ನಡ ಅನುವಾದ ಯೋಜನೆ
